As you're probably aware, the japanese economy has been very slow for a decade and more, plus the young people are not procreating at a quick enough rate to sustain social programs for retirees, plus the retirees are living to an older age due to advances in medical technology, etc. So the question is, who will pay for the social programs and who will take care of the retirees in their old age? Many countries in Europe - esp those with big social programs - have similar problems. This is also true in the US, but here immigration is helping to mitigate the situation. To deal with these problems, one direction the japanese are taking is to develop robots which can help take care of the elderly, in the absence of enuf young people. This seems to be the general impetous behind their robotics programs. Regards their "big" govt-funded projects, this is at least the 3rd or 4th regards AI. They had one for Prolog [called 3rd Generation, IIRC], one for neural nets, now one for robotics.
