Evil Genius - Bug or am I dumb?

I have a noteriety level of 250 and change.  I can't seem to get past
the crime lords sitting around a table.  I don't have and I can't seem
to get this "mixer" or any 3rd tier units like mercenary or scientist.
What is going on?  I have done everything on the map.   I got so
frustrated that I just left the game running with a ton of units
plotting and came back an hour or so to see if anything new popped up
and to add more units.  Help!

The mixer comes on the first island, in the mess hall. Which happens to be 
the furest I'm got.

Thnaks for the help, chief.  I'd love to go to evilplanet to get my
help but I'm in sort of a bind.  See, I'm actually in Iraq and the Mil
sensors got all {*filter*} sites blocked off, not to mention almost all
posting sites.  You guys are my only scource of info.  Thanks again for
the help.

Sorry your over there, make sure you get some (a lot of) Arab ass, It's a 
once in a life time opportunity. I'm trying to make a map out line of island 
1 on 4 sheets of 8 1/8 x 11 graph paper, so you can plot and plan better :). 
It's got a 1 line mistake on island 1. I hope to track down to night. This 
way you can get it duplicated cheaply, just got to tape the 4 sheets
