What is "All Contacts" in the address list

We are using Outlook 2003 on Exchange 2003. When addressing an email, I
choose "Contacts" for my personal addresses. What is "All Contacts" in the
address book list? Mine is empty. However, the person I'm sitting next to
has some various email addresses in his "All Contacts" list as well as his
"Contacts" which he maintains regularly. This person states that he has
emailed these people in the "All Contacts" in the past but not recently.

I THINK I've figured it out. I believe these are the people who have not
been migrated to Outlook yet...they are still using Lotus Notes. Could this
be it?

Yes, All Contacts is a list from the Global Address List on your Exchange Server of people with addresses external to Exchange.
