Flip rotate command disabled

I downloaded a Word template. Now on other blank documents some of my drawing
commands have been disabled. How do I turn them on again?

Some drawing commands are enabled only when you have selected something to
which the command is relevant. In particular, flip and rotate are disabled
unless the selection is a shape than can be flipped or rotated.

Thanks. According to the Word Help - I'm suppose to be able to Flip or
Rotate a Text Box and I thought I had done that in Word previously now when I
click on the text box the Flip or Rotate Command is still disabled. So I'm
confused as to what caused this. The only thing I've done recently is
download a template but I'm not trying to Flip or Rotate a text box in that
template. I'm in a totally different document .

When adding Word Art to a document, I'm not able to "free rotate" the
inserted word art. The "free rotate" in the Draw menu is grayed out.

How could it have been obvious, it's not even true,
