not consider clarity of thought, and accuracy of verbal communication to be
important attributes in a "world leader"?

good things. One of the more recent was William Howard Taft, who instituted
the eight hour day, at least for federal workers, but it was a start, he introduced
significant budget controls, he implemented a campaign spending disclosure bill,
and initiated the prosecution of many businesses under the anti-trust laws, etc...
yet he was not at all the great orator, and in fact his public image was so non-
entity Theodore Roosevelt picked on him for that.
