Office 97 Spellcheck unavailable in non-Administrators User?

I recently had to reload everything due to a power supply failure, the
reload was done on a clean / new hard drive.
I have everything working but am unable to get the spellcheck in Office 97
Professional to work in users that do not have administrators privleges. And
now I see that the spell check in the Oultook Express is not working either.
Any ideas?? the program works fine otherwise.

I forgot to mention, this is on a Wn XP Pro machine...

Environment:
Excel 97 for WIndows running on XP Home
Security setup is one Administrtor, 5 users.
While signed into Administrator session, Excel fires up
just peachy.
When any user attempts to open Excel, a "Run As" dialog
opens, asks "Which user account do you want to open this
program?", providing option a) run as Current User:
(displays)COMPUTOR NAME\USER NAME (these are not the
actual values), OR option b)USer name and password must
be entered.
No matter which option is selected or what user is
selected, the application crashes and th edescribed error
mesage occurs.
IF the Administrator is logged on and in active session,
Excel opens normally.
QUESTIONS:
What is the problem? The error message is not helpful.
What is the fix?
3.running outlook 7 in vista non-administrator user accounts
office outlook 7 in vista, will only run one time after each startup, in the
user account that is not the adminstrator account. after that it will not
run,it will run multiple times in the administrator account. i have disabeled
user account control,firewalls,and virus scanner,but it does not help. any
