It seems your driver signing is set to reject any and all installations
that are not signed. To rectify this go into Systems Properties (right
click My Computer, choose Properties). Choose the Hardware tab and click
on Driver Signing. Choose the option 'Warn - ...' and tick mark the
Administrator Option.
This will now give you an option to install unsigned drivers or not.

After trying Thomas's solutions, if you still have issues, then ..

Here are a few solutions for the DirectX 9 "Logo Testing" error,
as well as other errors when trying to install patches or updates:

Here's a quick solution to try before reading through the other steps:
1.. Start the Administrative Tools utility in Control Panel.
  2.. Double-click Services.
3.. Right-click Cryptographic Services, and then click Properties.
4.. Click Automatic for Startup type, and then click Start.

If that doesn't work, then grab a soda and get ready for some fun. ;-)

1. Try the resolutions in this recently released MS article:
      http://www.**--****.com/

2. Save and then Open the "DX9 Logo Error" patch on Line 189
     for WinXP at: http://www.**--****.com/

3. Repairing Windows is our final option. Boot from your Windows
CD (you may have to press F12 while starting up, or change the
bootup order in your BIOS) and then follow the instructions at:
     http://www.**--****.com/ ! :-)

4.Major direct x 9.0b problems: Beware of DX 9

Since I installed DX 9 MS Wrd 97 or Lotus word pro will run, the crash after
about 10 seconds. Also the window start sound is now garbeled, and hangs the
boot up. I tried to roll back (XP home) but it told me DX 9 is part of the
operating system and can't be removed. I also have a number of video
problems I did not have before DX 9. I tried 2 different video cards. (both
nvidia) and no help. DX9 was the last change to the system when this
started. I'm guessing its format c: time. I had no problems prior to DX 9,
that is DX 8.1 was working fine, MS word etc all worked.
